Hernando County permitting, plainly.

Hernando has two permitting authorities and a groundwater problem that shapes what you are allowed to build. Neither is obvious from a listing photo.

Two authorities
Unincorporated Hernando — which is most of Spring Hill — permits through the Hernando County Building Division. Addresses inside Brooksville city limits permit through the city. Spring Hill is not a municipality, which surprises people, and it means the county is your authority for the majority of residential work here.
Springs protection
Hernando sits over the aquifer that feeds Weeki Wachee, and parcels inside the spring protection overlay carry additional constraints on impervious surface, stormwater handling and septic. A driveway or pad expansion that would be routine elsewhere can require stormwater review here.
Karst and sinkholes
Hernando is in the same limestone belt as Pasco. On additions to older Spring Hill housing stock, existing foundation condition and soil bearing are the first things worth checking, because a tie-in to a compromised slab is a much larger problem discovered late.
Older housing stock
A large share of Spring Hill homes predate current code. Once a remodel crosses a threshold of the structure's value, or touches structural or electrical systems, current-code compliance can be triggered on work you did not plan to touch. Scope that in at the start.
Well and septic
Much of Hernando is on well and septic. Adding bedrooms can require septic capacity review through the health department, which runs alongside the building permit rather than after it.

Are you local to Hernando County?

Our office is in Sarasota and we will not pretend otherwise. Hernando has been an active market for us, with crews on jobs in Spring Hill and Brooksville regularly, and our Florida licenses are statewide.

If your address is inside Brooksville city limits, the city. Everywhere else in Hernando, including all of Spring Hill, the county. We pull it either way as contractor of record.
