Most delays on a Manatee County project aren't construction problems — they're paperwork problems, discovered late. Here's what actually governs a build here, and where projects usually stall.

Who issues the permit

Your address decides this, not your mailing city. Unincorporated Manatee County — which includes most of Lakewood Ranch, Parrish and Myakka City — permits through Manatee County Building & Development Services. Bradenton, Palmetto, Anna Maria, Holmes Beach, Bradenton Beach and Longboat Key each run their own building department with their own submittal requirements. A Bradenton mailing address is very often not inside the City of Bradenton, and assuming the wrong jurisdiction is the most common cause of a resubmittal.

Wind load

Manatee County sits in a wind-borne debris region under the Florida Building Code. Roof systems, windows, doors and other openings carry impact and wind-pressure requirements, and Florida Product Approval or Miami-Dade NOA numbers must be submitted with the plans — not produced after the fact when an inspector asks.

Anna Maria Island and the CCCL

Work seaward of the Coastal Construction Control Line on Anna Maria, Holmes Beach and Bradenton Beach can require a separate state review through the Florida Department of Environmental Protection on top of the municipal permit. That review runs on its own calendar and has to be started early, not discovered halfway through.

Flood zone and the 50% rule

Large parts of western Manatee County are mapped in a special flood hazard area. That drives required finished-floor elevation, and on a remodel it can trigger substantial-improvement rules once the work exceeds roughly half the structure's assessed value — which can turn a renovation into a full code-compliance project. Worth knowing before design, not after.

Lakewood Ranch: CDD and HOA review

Lakewood Ranch is governed by community development districts and layered neighborhood associations, most with architectural review committees that must approve exterior changes — roof color and profile, additions, lanai enclosures, driveways and paint. That approval is entirely separate from the county permit and typically runs on a monthly meeting cycle. File both at once; running them in sequence is where months disappear.

Impact fees on added space

Adding conditioned square footage in Manatee County can trigger impact fees assessed at permitting. They're rarely a deal-breaker, but they belong in the budget from the start rather than surfacing as a surprise line item the week the permit is issued.
